* java/util/Locale.java
	(defaultLocale): Use gnu.classpath.SystemProperties to get properties.
	(getLocale): New methods. Use it everywhere where instances of Locales
	are needed.
	(getDisplayLanguage): Merged javadoc.
	(getDisplayCountry): Likewise.
	(getDisplayVariant): Likewise.
