configure.ac: Add -std=c++98 to stage1_cxxflags.

* configure.ac: Add -std=c++98 to stage1_cxxflags.
	* Makefile.tpl (STAGE1_CXXFLAGS): And substitute it.
	* Makefile.in, configure: Regenerate.
