Generally link to libgomp for -ftree-parallelize-loops=*.

	* config/pa/pa64-hpux.h (LIB_SPEC): Likewise.
	* gcc.c (GOMP_SELF_SPECS): Update comment about libgomp's
	dependencies.

	* configure.ac: Likewise.
	* configure: Regenerate.
