type_traits: Implement is_reference.

	* testsuite/tr1/4_metaprogramming/primary_type_categories/
	is_reference/is_reference.cc: New.
	* testsuite/tr1/4_metaprogramming/primary_type_categories/
	is_reference/typedefs.cc: Likewise.
