re PR libfortran/41157 (dtime not consistent in times reported)

    * dtime.c (dtime_sub): Fix computing time increment.
    * time_1.h: Add <sys/types.h> header.  Use RUSAGE_SELF macro instead
    of a hardcoded 0.
