Don't allow template-id in using-declaration.

       Don't allow template-id in using-declaration.
       * decl2.c (validate_nonmember_using_decl): Handle template-ids.
       (do_class_using_decl): Likewise.

testsuite/
       * g++.dg/other/using-declaration.C: New test.
