(SIGNED_CHAR_SPEC): Use #if rather than ?...

(SIGNED_CHAR_SPEC): Use #if rather than ?: to handle
setting the default SIGNED_CHAR_SPEC macro, since the 3.0 version
of the MIPS C compiler doesn't like ?: in initializers.
