	(global_output_buffer): Remove.
	(global_dc): Define.
	(lang_diagnostic_starter, lang_diagnostic_finalizer): Remove
 	definitions.
	(initialize_diagnostics): Adjust initialization.
	(set_diagnostic_context): Adjust setting.
