reginfo.c: Use rtx_insn (also touches rtl.h)

gcc/
	* rtl.h (reg_scan): Strengthen param "f" from rtx to rtx_insn *.
	* reginfo.c (reg_scan): Likewise, also for local "insn".
	(reg_scan_mark_refs): Likewise for param "insn".
	(init_subregs_of_mode): Likewise for local "insn".
