	messages_byname<_CharT>::messages_byname(const char*, size_t)):
	Only dynamically allocate memory if __s != "C".
	* config/locale/gnu/time_members.h
	(__timepunct<_CharT>::__timepunct(__c_locale, const char*, size_t)):
	Likewise.
