Committing VTV Cygwin patch for Patrick Wollgast

* gcc/config/i386/cygwin.h (STARTFILE_SPEC): Add vtv_start.o,
    if -fvtable-verify=preinit/std is used.

* gcc/config/i386/mingw32.h (STARTFILE_SPEC): Likewise.
