InflaterInputStream.java: New stub class.

	* InflaterInputStream.java:  New stub class.
	* ZipInputStream.java:  New class.  Partly works.
	* ZipConstants.java:  Add two (internal) constants.
	* ZipEntry.java (timeFromDOS):  New static (non-public) method.
	* ZipFile.java:  Make it mostly work, except for compression.
	* ZipOutputStream.java:  Start implementation.
