* Makefile.def (flags_to_pass): Add LDFLAGS_FOR_BUILD.
* Makefile.tpl (EXTRA_BUILD_FLAGS): Define.
(all prefix="build-"): Pass them to build-system sub-makes.
* Makefile.in: Regenerate.
