[MIPS][MSA] Fix builtins with literal integer arguments.

gcc/
	* config/mips/mips.c (mips_expand_builtin_insn): Check input
	ranges of literal integer arguments.

gcc/testsuite/

	* gcc.target/mips/msa-builtins-err.c: New test.
