Joseph Myers 709e1a1a8a default.exp (${tool}_target_compile): Use v3_target_compile. 
libstdc++-v3:
	* testsuite/config/default.exp (${tool}_target_compile): Use
	v3_target_compile.

gcc/testsuite:
	* lib/target-supports.exp (check_function_available): Declare
	function before calling.

	(v3-init):  Rename to libstdc++_init.
	* testsuite/libstdc++-dg/normal.exp:  No longer call v3-init.
	Move DEFAULT_CXXFLAGS handling into libstdc++_init.
