	(movhf_vfp): Remove NEON instructions.
	* config/arm/constraints.md: Add new "Dy" constraint for
	double-precision constants.  Update description of "Dv".
	* config/arm/arm.md: Disable double-precision patterns if the FPU
	does not provide them
