Conditionally define _LARGEFILE64_SOURCE, otherwise the 64-bit types
will never be there.

* src/string-inst.cc: Use _GLIBCPP_USE_WCHAR_T.
* configure.in: Update the cache a bit more often.

together that writes from the external file to the internal
