not libiconv. SUBST this variable as well.

* configure, Makefile.in, include/Makefile.in, libmath/Makefile.in,
libsupc++/Makefile.in, po/Makefile.in, src/Makefile.in,
testsuite/Makefile.in: Regenerate.
