	WINDMC_FOR_BUILD, WINDRES_FOR_BUILD): Use autoconf substitutions.
	* configure.ac: Default them to host tools for $host = $build.
	Subst them.

	* configure: Regenerate.
	* Makefile.in: Regenerate.
