There are a lot of things in the C++ standard library which were
deprecated in C++11, and more in C++17. Some of them were removed after
deprecation and are no longer present in the standard at all. We have
not removed these from libstdc++ because keeping them as non-standard
extensions is conforming, and avoids gratuitously breaking user code,
and in some cases we need to keep using them to avoid ABI changes. But
we should at least give a warning for using them. That has not been done
previously because of the library's own uses of them (e.g. the
std::iterator class template used as a base class).
This adds deprecated attributes to the relevant components, and then
goes through the whole library to add diagnostic pragmas where needed to
suppress warnings about our internal uses of them. The tests are updated
to either expect the additional warnings, or to suppress them where we
aren't interested in them.

The placeholders for std::tr1::bind are defined in an anonymous
namespace, which means they have internal linkage. This will cause ODR
violations when used in function templates (such as std::tr1::bind) from
multiple translation units. Although probably harmless (every definition
will generate identical code, even if technically ill-formed) we can
avoid the ODR violations by reusing the std::placeholder objects as the
std::tr1::placeholder objects.
To make this work, the std::_Placeholder type needs to be defined for
C++98 mode, so that <tr1/functional> can use it. The members of the
std::placeholder namespace must not be defined by <functional> in C++98
mode, because "placeholders", "_1", "_2" etc. are not reserved names in
C++98. Instead they can be declared in <tr1/functional>, because those
names *are* reserved in that header. With the std::placeholders objects
declared, a simple using-directive suffices to redeclare them in
namespace std::tr1::placeholders. This means any use of the TR1
placeholders actually refers to the C++11 placeholders, which are
defined with external linkage and exported from the library, so don't
cause ODR violations.

Following a recent change for PR 82644 the non-standard hypergeomtric
functions are not defined by <cmath> when __STRICT_ANSI__ is defined
(e.g. for -std=c++17, or -std=c++14 -D__STDCPP_WANT_MATH_SPEC_FUNCS__).
That caused errors in <tr1/cmath> because the using-declarations for
tr1::hyperg et al are invalid in strict modes.
