f9d09df0f3 Merge top-level configury changes from gdb
We recently rearranged the gdb source tree to move a common library
and gdbserver to the top-level.  This made the build more uniform and
also a bit faster (due to sharing of built objects).

This patch re-syncs these changes the top-level configury back to gcc.

e01975f97c rs6000: Update constraint documentation
This un-documents constraints that cannot (or should not) be used in
inline assembler.  It also improves markup, and presentation in general.

More work is needed, but gradual improvement is easier to do.

aeebd94c77 Switch gcc ftp URL's to https
The FTP protocol is getting long in the tooth, and we should emphasize
HTTPS where that is available. This patch changes various gcc.gnu.org
URL's to instead use HTTPS.

For instance, kernel.org shut down FTP access in 2017, with the
explanation:

- The protocol is inefficient and requires adding awkward kludges to
  firewalls and load-balancing daemons
- FTP servers have no support for caching or accelerators, which has
  significant performance impacts
- Most software implementations have stagnated and see infrequent
  updates

8be34204de Bump minimum MPFR version to 3.1.0
Bump the minimum MPFR version to 3.1.0, released 2011-10-03. With this
requirement one can still build GCC with the operating system provided
MPFR on old but still supported operating systems like SLES 12 (MPFR
3.1.2) or RHEL/CentOS 7.x (MPFR 3.1.1).

This allows removing some code in the Fortran frontend, as well as
fixing PR 91828.

aa7710cb6c contrib: Add KPASS support to dg-extract-results.{sh,py}
Extend dg-extract-results.sh and dg-extract-results.py to support the
KPASS test result status.  This is required by GDB which uses a copy
of the dg-extract-results.{sh,py} scripts that it tries to keep in
sync with GCC.

b1e21e5a5d [ARM/FDPIC v6 02/24] [ARM] FDPIC: Handle arm*-*-uclinuxfdpiceabi in configure scripts
The new arm-uclinuxfdpiceabi target behaves pretty much like
arm-linux-gnueabi. In order to enable the same set of features, we
have to update several configure scripts that generally match targets
like *-*-linux*: in most places, we add *-uclinux* where there is
already *-linux*, or uclinux* when there is already linux*.

In gcc/config.gcc and libgcc/config.host we use *-*-uclinuxfdpiceabi
because there is already a different behaviour for *-*uclinux* target.

In libtool.m4, we use uclinuxfdpiceabi in cases where ELF shared
libraries support is required, as uclinux does not guarantee that.

91dfef9610 GCC port for eBPF
This patch series introduces a port of GCC to eBPF, which is a virtual
machine that resides in the Linux kernel.  Initially intended for
user-level packet capture and filtering, eBPF is nowadays generalized
to serve as a general-purpose infrastructure also for non-networking
purposes.

The binutils support is already upstream.  See
https://sourceware.org/ml/binutils/2019-05/msg00306.html.

aac9103b0e Add --with-static-standard-libraries to the top level
gdb should normally not be linked with -static-libstdc++.  Currently
this has not caused problems, but it's incompatible with catching an
exception thrown from a shared library -- and a subsequent patch
changes gdb to do just this.

This patch adds a new --with-static-standard-libraries flag to the
top-level configure.  It defaults to "auto", which means enabled if
gcc is being built, and disabled otherwise.
