On several ABIs, the first register parameter is the same as
the return value register. Moving the action parameter first
avoids the need for register shuffling on these targets.

(GTM::gtm_thread::restart): Likewise.
* config/alpha/sjlj.S (GTM_longjmp): Likewise.
