	(negate_expr) <RSHIFT_EXPR>: Implement the above transformations.

	* simplify-rtx.c (simplify_unary_operation): Also implement the
	above transformations at the RTL level.

	* gcc.c-torture/execute/20040311-1.c: New test case.
