Mike Frysinger 3335c9f954 config: import pkg.m4 from pkg-config 
We use this in the sim tree currently.  Rather than require people to
have pkg-config installed, include it in the config/ dir.

config/ChangeLog:

	* pkg.m4: New file from pkg-config-0.29.2.
