Claudiu Zissulescu 48c842ab84 [ARC][libgcc] Add support for QuarkSE processor.

	* config/arc/dp-hack.h (ARC_OPTFPE): Define.
	(__ARC_NORM__): Use instead ARC_OPTFPE.
	* config/arc/fp-hack.h: Likewise.
	* config/arc/lib1funcs.S (ARC_OPTFPE): Define.
	(__ARC_MPY__): Use it insetead of __ARC700__ and __HS__.
