	* include/bits/locale_classes.h (use_facet): Check facet hierarchy.
	(has_facet): Same.
	* testsuite/22_locale/global_templates/user_facet_hierarchies.cc: New.
	* testsuite/22_locale/global_templates/
	standard_facet_hierarchies.cc: New.
