Jonathan Wakely 807bd0963e Skip C tests if test flags include C++ options 
* testsuite/18_support/bad_exception/23591_thread-1.c: Skip test if
	options are present that aren't valid for C.
	* testsuite/abi/header_cxxabi.c: Likewise.

New users may wish to point their web browsers to the file
index.html in the 'doc/html' subdirectory.  It contains brief
building instructions and notes on how to configure the library in
interesting ways.
