	* config/acx.m4: Introduce _GCC_TOPLEV_NONCANONICAL_BUILD,
	_GCC_TOPLEV_NONCANOICAL_HOST, _GCC_TOPLEV_NONCANONICAL_TARGET,
	GCC_TOPLEV_SUBDIRS.
