PR libgcj/23758
	* java/lang/natPosixProcess.cc (nativeSpawn): Move building of
	environment before the fork.
	* testsuite/libjava.lang/Process_7.java: New test.
	* testsuite/libjava.lang/Process_7.out: Its expected results.
	* testsuite/libjava.lang/Process_7.jar: Generated file.
