* opts.h (CL_PCH_IGNORE): Define.
        * targhooks.c (option_affects_pch_p):
        Return false for options that have CL_PCH_IGNORE set.
        * opt-functions.awk: Process PchIgnore.
        * doc/options.texi: Document PchIgnore.
