Remove cleanup.c. * libio/cleanup.c: Remove. * libio/filedoalloc.c (_IO_file_doallocate): Don't call _IO_cleanup_registration_needed, even if not libc. * testsuite/27_io/stringstream.cc (test02): Fix.
