When --enable-cet is used to configure GCC, enable Intel CET in target
zlib.

	* Makefile.am (AM_CFLAGS): New.
	* configure.ac (CET_FLAGS): Add GCC_CET_FLAGS and AC_SUBST.
	* Makefile.in: Regenerated.
	* aclocal.m4: Likewise.
