PR libfortran/24432
	* c99_protos.h: Define preprocessor HAVE_ macros with value 1
	instead of empty value.
	* intrinsics/c99_functions.c: Likewise.
	* intrinsics/getXid.c: Define HAVE_GETPID with value 1 instead of
	empty value.
	* intrinsics/sleep.c: Define HAVE_SLEEP with value 1 instead of
	empty value.
