PR libstdc++/65630
	* config/abi/pre/gnu.ver: Export operator+ for new strings.
	* testsuite/21_strings/basic_string/operators/char/65630.cc: New.
	* testsuite/21_strings/basic_string/operators/wchar_t/65630.cc: New.
