PR libfortran/23803
	* intrinsics/getXid.c: Add getpid wrapper for MinGW.
	* intrinsics/getlog.c: Add getlogin wrapper for MinGW.
	* intrinsics/hostnm.c: Add gethostname wrapper for MinGW.
