PR libstdc++/53978
	* include/bits/alloc_traits.h (allocator_traits): Define static
	constants.
	* include/bits/ptr_traits.h (pointer_traits): Likewise.
	* include/ext/alloc_traits.h (__allocator_always_compares_equal):
	Likewise.
