PR gfortran/11800
	* Makefile.am (AM_CPPFLAGS): Renamed from INCLUDES.
	(lib_LTLIBRARIES): Rename to ...
	(toolexeclib_LTLIBRARIES): this for multilib support.
	* configure.in: Rename to ...
	* configure.ac: this.  Update to modern autoconf style, enable
	multilibs, support --enable-version-specific-runtime-libs.
	* Makefile.in: Regenerated.
	* configure: Regenerated.
	* aclocal.m4: Regenerated.
