PR libfortran/27964
	* configure.ac: Check for setmode() function.
	* configure: Regenerate.
	* config.h.in: Regenerate.
	* io/unix.c (output_stream): Force stdout to binary mode. 
	(error_stream): Force stderr to binary mode.
