Mark Mitchell c82dbd9588 decl.c (layout_var_decl): Change prototype.
* decl.c (layout_var_decl): Change prototype.  Don't complete
	types for external objects.
	(check_initializer): Likewise.  Tidy.
	(initialize_local_var): Complete types here.
	(cp_finish_decl): Not here.  Reorganize a little.
	(grokvardecl): Don't complete types here.
