gcc/c-family/ChangeLog:

	PR c/88546
	* c-attribs.c (handle_copy_attribute): Avoid copying attribute leaf.
	Handle C++ empty throw specification and C11 _Noreturn.
	(has_attribute): Also handle C11 _Noreturn.
