PR libstdc++/67374
	* include/bits/range_access.h (valarray, begin, end): Declare.
	* testsuite/26_numerics/valarray/range_access.cc: Test const
	overloads.
	* testsuite/26_numerics/valarray/range_access2.cc: New.
