	(moneypunct::~moneypunct): Delete cache.
	* config/locale/generic/time_members.cc:
	(__timepunct::_M_initialize_timepunct): Use cache.
	* config/locale/generic/time_members.h:
	(__timepunct::~__timepunct): Delete cache.
	(__timepunct::__timepunct): Set cache.
	* config/locale/gnu/messages_members.h: Tweaks.
	* config/locale/gnu/monetary_members.cc:
	(moneypunct::_M_initialize_moneypunct): Use cache.
	(moneypunct::~moneypunct): Delete cache.
	* config/locale/gnu/time_members.cc:

	* src/locale-inst.cc: Instantiate caches.
	* src/globals.cc: Add "C" caches.
	* src/localename.cc: Use external "C" caches.
