Move NPTL-specific code to NPTL-specific header

* sysdeps/pthread/timer_routines.c: Include <timer_routines.h> instead
	of <nptl/pthreadP.h>
	(thread_attr_compare): Move function to...
	* sysdeps/nptl/timer_routines.h: ... new header.
