Add femode_t functions: aarch64.

This patch adds AArch64 versions of fegetmode and fesetmode.
Untested.

	* sysdeps/aarch64/fpu/fegetmode.c: New file.
	* sysdeps/aarch64/fpu/fesetmode.c: Likewise.
