Split architecture-specific parts of sys/epoll.h into bits/epoll.h.

(struct epoll_event): Use __EPOLL_PACKED to make possibly packed.
* sysdeps/unix/sysv/linux/Makefile (sysdep_headers): Add
bits/epoll.h.
