arm: Fix typo in array count

I just noticed that the array count for the hwcap flags list in ARM is
off by 10, i.e. 37 instead of 27.  Following patch fixes this.

	* sysdeps/unix/sysv/linux/arm/dl-procinfo.c
	(_dl_arm_cap_flags): Fix array subscript.
	* sysdeps/unix/sysv/linux/arm/dl-procinfo.h (_DL_HWCAP_COUNT):
	Fix count.
