(elf_machine_rela): Don't handle

R_ALPHA_RELATIVE if RTLD_BOOTSTRAP and HAVE_Z_COMBRELOC.  Only
check for rtld map if RTLD_BOOTSTRAP nor HAVE_Z_COMBRELOC is defined.
