Add script to list fixed bugs for the NEWS file.

This patch adds a script to list fixed bugs for the NEWS file, as
proposed in
<https://sourceware.org/ml/libc-alpha/2015-10/msg01043.html>, with the
bugs listed in the format proposed in
<https://sourceware.org/ml/libc-alpha/2015-11/msg00088.html>.

	* scripts/list-fixed-bugs.py: New file.
