sign in the strtouXX functions. The results gets simply negated.

* manual/stdio-fp.c: New file. Generate output for example program
in stdio.texi.
* stdio-common/Makefile (routines): Add printf_fphex.
* stdio-common/vfprintf.c: Add handling of %a and %A specifier.
