* conform/conformtest.pl: Implement optional-element.  Define
	$mustprepend{"sched.h"}.

	* conform/data/sched.h-data: Make sporadic scheduler definitions
	optional.

	* NAMESPACE: Add REG_ for regex.h.

	they are removed.
